The simplest way to incorporate people being heavily targeted through high-level psychic attacks from humans or human spirits would be to specify the types of sources of those doing targeting, to make it clear this would apply to targeted individuals being harmed by extraterrestrials, extraterrestrial spirits, human spirits or physical humans. This could be summarized globally as focusing on dealing with targeting from any outside source of consciousness and that would cover all contingencies.
