Is this entirely a meteorological phenomenon, the consequence of the extraterrestrials letting go of the storm so it just stops in place to wind down, or is this intentional to compound the damage?

It is very much the latter case. There are scientific theories about propagation of hurricanes, but these are simply theories and are not accurate other than being consistent with the correlations observed. As we have indicated in the past, this is cultivated by the Extraterrestrial Alliance to condition humanity to expect these storms to occur in certain juxtapositions of weather conditions and time of year and location. And as the scientists see the correlations and create their hypotheses, they become self‑fulfilling and self-reinforcing because the patterns return again and again, and shore up the hypotheses and therefore, the expectations and the complacency of people seeing that things are simply playing out as expected. So being hurricane season, it is not surprising that storms appear, and knowing what hurricanes do—that they travel over water and then slow down with landfall, this too becomes a self-fulfilling prophecy and is expected to happen. In fact, they are simply targeting that area of human occupancy all along and simply need time for the storm to reach its destination, but once there, they are happy to have the storm linger for a considerable period of time to cause huge liability when the sheer volume of rainfall cannot be handled by the local infrastructure for drainage, and this causes huge damage and loss of money and life both. It is simply not appreciated by mainstream thinking, that there is anything unusual about this, and seems like it is only bad luck and something humans must accept as a cost of living in the hurricane zones. It is the same with earthquakes in the fault lines—it is the earthquakes themselves that identify the fault lines in their location and then this, through circular reasoning, creates the expectation more earthquakes will ensue, and eventually they do. This is because it is seen to by the Extraterrestrial Alliance, who started the cycle going in the first place. It is not that there cannot be a natural earthquake, it is just that they are very, very rare, and of course with hurricanes do not occur in nature at all. There can be strong wind currents and the consequences will be challenging, but natural storms never reach the intensity of hurricanes and the length of time they persist.
