This has its origins in extraterrestrial manipulation and while performed as a sacred rite of religious observance, that does not mean it is sacred, only that the practitioners of the religion believe it to be so. Unfortunately, this is one of many examples where the religious dogma has become corrupted and turned to a dark purpose, and this shows the power inherent when things as important as being in contact with the divine realm and hewing to its principles become intertwined with a corrupt suggestion or a practice that is unhealthy or destructive. You have seen this through the ages, again and again, where religion is used for a dark purpose or agenda, even including the killing of other human beings. It is never a sacred act. It is never divinely sanctioned in a broad sense, except in narrow circumstances of self-defense, but the blanket alteration of the genitals of the young is not something that is recommended, endorsed, or supported by Creator. There have been attempts to justify it from hygiene considerations in looking at long‑term health consequences, that by providing greater hygiene of the organ in question, there can be a reduced incidence of certain viral infections, for example, but hygiene does not depend on anatomical alteration even though it might simplify things. There are other ways to achieve the same objectives short of inflicting a brutal practice on an impressionable youngster.
