There is wisdom in the saying because it reflects a reality that "Intention can create a life of its own," because it directs the being. So if you have something in your sights and are thinking about it, it is more likely you will find yourself moving in that direction and even creating circumstances where it will come about, even subconsciously, to favor a greater likelihood of it occurring.
By the same token, things you might plan and expect and want to have happen that you are not fully probing and considering the ramifications of what they might entail, can cause you to launch things prematurely into existence before you are truly ready, and then might not be prepared to handle the consequences and might end up being in over your head, so to speak, and ill-prepared and thereby end up creating but squandering an opportunity in not being able to handle it productively, and wasting resources and time only to end in failure in some way through lack of preparation. So the phrase is often reflecting a lack of sufficient safeguards as much as a lack of marshaling necessary resources to make something happen that has a successful outcome. There are times when people are overambitious and then are doomed to fail. All create learning opportunities so one can do better in the future, so these are not to be regretted and taken to mean one is deserving of punishment or self-criticism, but more as a learning opportunity to do better in the future and thereby creating a strengthening through sharpening needed skills and increasing the discernment to plan for success rather than failure, unwittingly.
