Your sense of things is spot on that there were many manipulations taking place affecting the authorities on the scene, in particular, to be less than vigilant in disregarding the sniper's perch on the roof of a nearby building, and to make the police slow to respond to shouted warnings. Keep in mind, they were being warned by people seeing something on the rooftop where the sniper had set up his position, but the police they were shouting to could not see him due to the slope of the roof overhead, and it is not a simple matter to know how to sort things out for someone on the ground. Keep in mind as well, that their minds were being manipulated to sew confusion and complacency. We do not want to add to finger-pointing here. All who were present that day were victims for one reason or another. The entire event was an orchestrated victimization designed to spread beyond that event to all who witnessed the televised recordings, or even heard about the events in question and were harmed, accordingly.
