At that point in time, they were not intending to cause a total annihilation, simply a massive event to thin the herd, so to speak, to trim back the human population substantially so things would be more easily managed. They have flirted with similar organisms since, but have run into more trouble due to better human preparedness and greater understanding of viral diseases so there are better public health procedures and other containment and therapeutic strategies that have been honed over the intervening years. They simply think they now have something superior that is a new organism altogether and has a unique profile as well, so they will have the advantage in unleashing this complete unknown on the world. And all the time delay in figuring out the basic behavior and characteristics of the new scourge and understanding the points of vulnerability will take some time, and this will favor the Extraterrestrial Alliance because they will have a free hand until human forces become mobilized, but it will be quite some time before any effective countermeasure is developed. In the meantime, the odds are greatly in favor of the ET Alliance, that this will be a highly effective and quite deadly pandemic.
