We would not expect that draconian level of control to be imposed across the board. This is more a kind of corruption from within, the offering of an enticement that will be welcome. Much like handing out free narcotics, it will feel good but it will be disempowering in the end when people become addicted and unable to do something on their own, because they are used to being a dependent, and become satisfied for so long they are unable to break free and become independent. So individual cases can be rescued if they have a support system, in the way of family, to take a leadership role to shepherd them to a better lifestyle, but it will not be done by the institutions or government as a plan for society, and that is the true problem because it is the dog that wags the tail.
