Sadly, the latter is the case, that this is unnatural and not a cause of human error, poor construction techniques, or the use of materials that are below grade and have created in essence structural defects—a disaster waiting to happen. None of that is the case here. There is the normal wear and tear and some minor defects inherent with projects of this kind on occasion where some materials are less hearty, given the local conditions of heating in particular due to the tropical climate of the region, and so would be more prone to cause some difficulties, but this represents small areas and not something that could affect the entire structure at once and lead to a collapse totally. So this was purposeful and it was done via extraterrestrial technologies and, in fact, was done as a training exercise for multiple purposes to serve the dark aims of the Extraterrestrial Alliance. It is a kind of preparation for the planned human annihilation and, in that way, is a preview of coming attractions because this will be done on a widespread basis to cause chaos, spread fear, and deny normal living to many humans, especially in urban centers where high rise buildings can be decimated leaving thousands killed or homeless, depending on their whereabouts at the time of the destruction.
So there are human individuals who will be doing the work, who need training, and it is also a kind of acid test for their ranks to see how they perform when called upon to kill many humans directly as well as to determine they are reliable in being entrusted with lethal missions and can be controlled throughout to, in the near-term, forget what happened and so carry no guilt and will be unable to have regrets or potentially become a whistleblower because there will be nothing in their awareness to report to an outsider. While the Alliance will not worry about this so much in the aftermath of the annihilation process, it will take some time, and the key is whether the individuals who are the point of the spear will hold up for the duration and see the project through to the end. So this demands some seasoning and some feedback and validation, ideally, so it is a question of deciding the best way to determine the vulnerabilities and strengths of their Mercenary Army Program membership in ways that will not arouse undue suspicion.
One would think doing something highly unusual of this kind would be a risk not worth taking, but the Extraterrestrial Alliance is nothing if not bold and reckless at times. They have no compunction about killing humans so it is not a big deal for them, and while they understand humans are sensitive on the subject of loss of life, the extraterrestrial lack of caring often creates a blind spot. Their ability to do mind control manipulation in the aftermath of any one of their spectacular assaults against humanity, as with many natural disasters entirely caused by their advanced technology, enables them to get away with almost anything because people will be complacent and anyone raising awkward questions will simply be ignored. So the secret keeps itself through direct management of the people involved, both the perpetrators and the many witnesses—all can be kept silent—and this is simply the normal course of events.
