These were a make-work project for human slaves mandated by the extraterrestrials. The towers were built in their honor, according to their specifications as well as giving technological assistance, so it was at once, a show of force and domination as well as their advanced nature and prowess in doing many things new to human and awe-inspiring. The lessons were not lost on humans of the day, in seeing how limited and primitive they were in contrast to these seemingly "lofty beings," who had so many impressive features and accoutrements of their culture on display but not allowed to be used by humans.
