This is an insightful question as it is quite accurate in the implications you raise, that the goal is to create the greatest possible mayhem, but many divine humans will resist being maneuvered into becoming killers, even as they might be vulnerable to exhibiting anger issues and impatience and irritability, which always ruffle feathers and can have a cascading effect among humans in the environment. With enough such individuals out and about, one is never far from such turmoil. It will be going on somewhere within near striking distance to most people on the planet percentage-wise who are living in populated areas. That is the plan and the purpose, to blanket the globe with disasters in the making as large as can be arranged. Those who cannot be maneuvered into homicide may nonetheless be highly negative and disruptive in the way they interact with others and will be a detriment to society in all that happens from their mischief. This is not a hard and fast separation of outcomes into categories, because people who have not yet been pushed over the edge might still be given further time in being maneuvered again and again to have their hot buttons pushed and emotions ramped up, and then encouraged from within by inner bias and the relentless programming egging the person on to greater and greater out of control behaviors and emotional intensity, and may well be tipped into criminality given enough time. So we would say this spectrum of manipulated individuals is proceeding towards ultimate mayhem. It is just a question of how long they live as to whether they will commit the ultimate crime at some point or begin to age too greatly and tire of the demands created by having to be at war with the world before the ultimate travesty befalls them. This leaves many, many potential devastating consequences in play, at least theoretically, and many will happen in actuality.
