Is there crosstalk between the akashic record and the collective unconscious? If so, what does that do?

There is crosstalk, because both are an instrument of consciousness and all consciousness is interpenetrating and interconnected. This is one of the most difficult things to comprehend, but it creates huge additional potential for innovation and inspiration both. There is a compartmentalization and a kind of segregation of thought and awareness. This is dictated by physical circumstances. In the case of humans on their planet, in contrast to star beings on a distant world, they are completely segregated but there is nonetheless a link, and it is a subtle one, and this is orchestrated by the collective unconscious. So there will be a kind of overlap of energies, and there can be an interplay as well. This adds potential richness and growth for all, because all worlds, all cultures, can share to some extent with one another, even when they never meet or know of the others’ existence. That interaction is of great value for the workings of the Universe and for Creator's plan as well. It is one of the things that adds to the mood state, but is more a feeling than a series of factual information bits that are accessed. This must be the case because much of the consciousness being perceived is a state of being more than useful knowledge per se, given that organisms vary in how they operate and will often be operating entirely on an intuitive level and not via language. So these are impressions and aspects of knowings that reflect a state of being more so than facts and figures. The physical plane of Earth is still quite limited in the reach of its inhabitants because they do not yet function through intuition entirely, which opens up much greater realms of possibility. So in their physical existence, this interplay is of less value for them at the moment. They will grow into a greater awareness and ability to benefit with the continued Shift in Consciousness.
