Is there another sinister use of locater chips, to identify human whereabouts and interactions with one another as a means of enforcing tighter control and possible punishments for doing something unacceptable to the state? This would be akin to the Chinese social credit system of monitoring and restrictions imposed for bad behavior, as through forbidding travel, less access to desirable goods, etc.

This, indeed, is an additional dimension that was envisioned, but it is more a provisional one that, in effect, is a kind of cover story, and even though is seen by some as sinister such things are defensible as an extension of the power and reach of technology to simplify things and create less dependence on mechanical devices when there might be transmission of information directly. This has been explored in a number of settings where the idea of having an implanted ID that acts as a transponder could be used to make purchases, simply by extending the forearm where the implant is located, for it to be picked up by a detector to verify the identity of the purchaser with all the details of the transaction and the transfer of funds taking place behind the scenes automatically via computer. This is being kept secret because the nefarious uses of such a chip for personal monitoring and tracking will be seen as sinister by many and the Extraterrestrial Alliance simply doesn’t want to have a discussion about this as it will only complicate things. So for now, the idea it is tied in with the financial system and the potential rollout of a financial platform to create better regulation and a more consistent and stable means of wealth transfer is also a reasonable rationale to maintain secrecy, at least for now. In actuality, with the annihilation plan to take place within the decade and, in fact, within the next five years if feasible, there is no other compelling need to set up a financial transaction system that integrates the ability to identify individual human beings electronically through an implant. The world’s money will already have been transferred to the global elites who, indeed, are members of the extraterrestrial bloodline through the interbreeding of Anunnaki with human females. They are aware of their pedigree and their loftier status as being above humans, and have been promised rewards for their steadfast service down through the centuries in acting as a go-between for the Extraterrestrial Alliance by their members, who can be on the front lines interacting with humans directly and taking many chances at the risk of disclosure of their true identity and their true loyalties to the extraterrestrials rather than humanity. They are traitors in your midst. This, too, must be kept secret at all costs to prevent a wide-scale rebellion. There will be a time if the annihilation is nigh when it no longer matters, but there is a need to effect the wealth transfer before things get to that point. So at present, there is still a desire to keep people complacent and have things seeming to work satisfactorily, so they will not risk rocking the boat too greatly in the near-term.
