Is the YouTube video purported to be a Department of Defense presentation of a proposal to “vaccinate” people in the Middle East with a flu virus attacking the VMAT2 gene, a genuine presentation that took place and not a doctored video to produce disinformation?

This was a genuine presentation and it was exactly as portrayed—an ill-considered scientific speculation that was engineered to be proposed and supported by mind control manipulation of the scientists involved. This is how the government, military, and intelligence communities become involved with mind control and such doings on the human level. It is always a manipulation to worsen things by encouraging them to take a leaf from the extraterrestrial playbook and do parallel mischief along the same lines. This creates an excellent cover story because any claim to extraterrestrial manipulation can be dismissed summarily as a wild conspiracy theory that might have been a misinterpretation of a government program much in the same way that UFOs are so frequently dismissed as experimental advanced aircraft of military construction even though they may well be space vehicles flown by extraterrestrials zooming through the skies. This is not a high-level extraterrestrial operation. Such things would never be done in such a setting where people may sit in and watch from multiple different agencies or departments and have an inside look at what is going on. This is a true demonstration of how the scientific research done in the Military-Industrial Complex is influenced by the interlopers to be darkened in its aims and strategies, to take increasing levels of risk with potential adverse consequences, either known but disregarded inexplicably, or when unknown and undemonstrated could reasonably be assumed to take place, in this case, from what is known about the science of the VMAT2 gene and its effects on brain function. So to do something in the wild with a viral vector to attack the gene would be reckless at a minimum but yet this was blithely discussed in the hopes of being a recipient of a military grant to do the preliminary research to support the very intention stated, a bioweapon construction to modify the mind in a way that would clearly spill over into legitimate and valuable neurologic mechanisms in normal people that would be similarly suppressed in all likelihood. There is always a danger when safety is the secondary consideration and the plan develops to create it first to see what it can do and then think about safety. This is a slippery slope that has led to many things being unleashed that are still used and produced covertly or illegally because they can support sinister aims in modifying people in some way or another.
