Is the government aware of the chemical irritant problem caused by what is being sprayed into the atmosphere clandestinely, or are they being duped by the interlopers?

Government and military organizations around the world are being duped by the extraterrestrials to be complacent and to largely ignore anything ET-related. They do not realize the many ways they have become compromised and corrupted, directly and indirectly, as through the political arena, to put them in harm's way and cause them to harm others. Many government programs done in the name of national security, saving the environment, or other presumed goals have a hidden agenda of the interlopers, and that is why they are being encouraged, and the humans involved manipulated to embrace bad ideas and overlook their downside. Almost everything in human society and culture, all the institutions, have been corrupted to be constrained and misguided in multiple ways to limit their effectiveness and contain hidden landmines that will ultimately bring about harm. The programs involving chemtrails are a good example of misdirection to make humans think they are helping the environment when they are spreading toxins instead, with no real benefits to humanity.
