The current ruler is Ninmah, and the involvement in the United States experiment was indirectly a consequence of her softening, so to speak. It was a divine inspiration, but worked through her in part as she was a potential stumbling block and could have caused tremendous backlash beyond what was done by the local human forces at her command via the monarchy in place in England.
