Is the channeler I was referred to by a viewer corrupted and channeling the Arcturian extraterrestrials without realizing they are part of a dark Extraterrestrial Alliance?

Unfortunately, this is the case. He has been deeply corrupted and is totally believing in their benevolence and the messages he is receiving. He is part of a group who will be quite vocal champions of the Arcturian presence when they reveal their plans and step forward to offer assistance formally, to help the world out of its troubles. So he is in a karmic bind here in a very serious way because he, in effect, is working directly for the Dark Extraterrestrial Alliance.
