She is being targeted. As over-the-top as her note would seem, she is not imagining these torments that she has been subjected to. She has been victimized and bullied by her family and her companions over and over again, and has been harmed greatly. This has kept her in a state of uncertainty and feeling quite volatile and prone to emotional overreactions, but of course that is a highly subjective interpretation. Given the severity of what has been done to her, it is amazing she can still create a coherent historical account of all that has happened. So we feel very supportive of doing all you can to help her. It will be of benefit and rewarding for both ends of things.
