Is my new client a targeted individual? Is this or some other explanation the cause of her life-long struggle with people turning against her, and nothing working out?

Your intuition about this was spot on. She is targeted and has been all through her life and for the reasons you perceived and began to discuss with her, that she is an exceptional individual in terms of her intuitive reach, and this is simply a carryover from prior lifetimes when she had a similar intuitive ability that got her noticed and she had run-ins with the Extraterrestrial Alliance as a consequence. So they have her number, so to speak, and when she returned in the current incarnation, put her on the list for "special handling" to work at making her life miserable, to get her sidelined so she was less effective and less happy, and preoccupied with so many struggles she would not be an effective adversary—that is what they fear and why they take the trouble to interfere with people’s lives who are in the group being targeted. She is not in the Mercenary Army Program, nor does she have this in her past history, but she has tangled with the alliance and its workings, including MAP-level activities, and this is the reason for their animosity towards her and the level of interest they have in making her suffer in the current life. So working on her with the Lightworker Healing Protocol is the perfect antidote to get her in the program, as you proposed, so this healing can go to work, and keep at it. And this will reduce the frequency and severity of the manipulations done of her, and the people around her, to interfere with her life and cause her misery. It is possible for this to fade enough she can regain better control of her life with fewer incidents of these kinds, so things will start to be more workable and more successful for her. This is very much worth doing because, as you rightly pointed out to her, she has much to gain from repairing all that is in her karmic history that is a personal liability. That will, as well, reduce her vulnerability to outside manipulation of all kinds, and especially the work of the interlopers should they take an interest in her in the future—she will be a much less vulnerable target, and keeping her protected and above the fray will be much, much easier.
