Is mention of carrying out healing for the akashic records when working on cellular consciousness unnecessary because this is a strictly local problem? Or, does the cellular consciousness link its thoughts and concerns to the akashic records as well?

In actuality, there is some linkage to the akashic records, as all levels of the mind can impinge on the akashic records to leave a mark, so to speak. If you think about this, it is only logical that any part of the being that cries out, needs to have its experience and the consequences be a part of the energetic signature of what is taking place. Otherwise, it would not be represented in having a stake in the welfare of the incarnated being it is a part of, which is the purpose of tracking that experience space within the akashic records as a springboard for the Law of Karma to help in rebalancing and repairing anything untoward that happens. So both the local repository of retention in the form of beliefs and the negativity transmitted to the body by generation of emotions, as well as the energetic signature in the akashic records need to be a component in the request you launch.
