She herself is not an extraterrestrial but keep in mind there can be close resemblances of a number of human beings with Arcturians because of similar genetics and body type and makeup. So people have observed from the very beginning in encountering these beings that they simply seem to be humans, and this is the commonest reason people report a UFO encounter where there were alien Greys but also there were some blonde human beings aboard as well. These are not humans, these are Arcturians that are not explaining themselves to their human captives.
