The belief quotient of the priest is all-important with respect to his contribution to the human intention making possible a divine intervention through this ritual. When a human uses the holy water, they bring their own intention to bear as well. That can either amplify the intention further or diminish it depending on their personal limitations, but the two will add together so the variability of the priest is only one factor. The person using the holy water, or receiving it, will add their own intention. If their belief quotient is quite high, the priest contribution is unneeded.
