It is not necessary to change their opinions, make them blind to what they clearly could see with their eyes, but only to divert their attention, blur their focus for a short time, fog the mind so it becomes inattentive and complacent and not keenly following the action as would happen normally for a referee at key moments in an athletic contest. It does increase coverage because sometimes, the view of referees is blocked by the bodies of the many players on the field, so the idea is, dispersing these referees across the field allows greater opportunity to see everything. But sometimes, having multiple referees allows the mind to relax and be less focused, thinking another will be covering the action so they are not the only person being counted on. That kind of thinking as well can be ramped up by the interlopers to reduce the efficiency of what referees might do in a game.
