If cellphones are working during the coming power outages, will the internet be available through cellphone hotspot connections?

This will be dependent on whether cellphone communications are operating normally in a given region. So it is possible that a battery or a charged laptop computer could be operated off of a cell phone hotspot to access the Internet. Keep in mind, this will not be a worldwide outage, but regional, so the Internet as a whole will be operating. It is just that the inability for many to tap in when affected by a power outage will make them blind to what is going on elsewhere, but there need to be signals reaching individual locations for them to be detected by portable devices. This, too, will be somewhat spotty and with uncertain availability.
