This is not all true but an exaggeration and some assumptions that are based on the sleuthing done by investigators wanting to find the origin of this scourge and are looking for the likely culprits based on prosaic explanations. In truth, this organism was created by extraterrestrials in an extraterrestrial laboratory. The gain-of-function research he refers to was, indeed, ill-advised and a manipulation as well to create a plausible avenue to blame this scourge on human doings, so this is a red herring. It was, indeed, designed to be lethal, and that is only to be expected considering this is a bioweapon that has no purpose other than killing of human beings.
