Unfortunately, there is not a magic answer here you can simply plug in to turn this around and make clear headway. As long as the interlopers are actively suppressing everyone, this decreases the odds of forming a successful new relationship that persists for a length of time and grows in depth and character. This is what they will be on the alert for in making periodic checks on those they subjugate in this way, which is approximately 5% of the population.
