Dr. Peck wrote, “… evil people, refusing to acknowledge their own failures, actually desire to project their evil onto others.” What is Creator’s perspective?

This is a quite accurate description of how such people function. Being totally self‑serving, everything is done to reward the self. Their inability to love and feel compassion towards others creates a diabolical situation where other people have no value and are seen as more objects than flesh and blood, thinking and feeling, fellow human beings. This is why people who are corrupted to have character disorders wreak such havoc, because they cannot give, it does not occur to them, and so being around them simply puts you in harm's way, and sooner or later they will find a reason to pounce and punish, and that is all one can expect from a person in the grip of evil who has become devoid of an ability to love and feel compassion. Any acts of respect or supportive gestures will be calculated for effect, and not truly sincere because it will be a manipulation only, and not genuine.
