The Greys are robotic beings and without any kind of ideological leanings. They are soulless and machine-like with a lower level of awareness and an inability to feel emotions and thus do not relate particularly to the appeal of savagery for its own sake. They are pragmatic and doggedly determined to accomplish their agendas. They are largely servants but have acquired enough intelligence to have some agendas of their own they pursue to the extent allowed to them, but the quest is more at an intellectual level—learning facts about things and finding ways to exploit those facts and capitalize on the information to expand their own capabilities and growth. They do aspire to becoming more human-like and to have an array of emotions like humans do and in particular the ability to reincarnate. So this level of sophistication is primitive but significant in seeing the appeal of human qualities. That is no small achievement in the creation of an artificial intelligence that is capable of prizing its own existence and seeking their own betterment, but they are far from reaching their goal and it will, in the end, prove impossible. They cannot create a soul, so all they are doing is make-work.
The Arcturians are less bloodthirsty and this is owing to them being a somewhat younger cohort of beings, so the extent of their corruption is somewhat less. Their success in exploiting artificial intelligence has provided a satisfying and highly successful robotic workforce, so their need to exploit other sentient beings as slaves has been avoided and enabled them to enjoy a measure of security and an unpressured life in many respects. This has slowed the progression of evil, but they have been corrupted nonetheless and the idea of competition and control is highly prized and valued and has led to a similar ruthlessness and disregard for personal feelings and for the semblance of fairness with respect to personal achievement, ownership of property, and having any rights as an individual with prior claim to things like property and possessions. There is a total ruthlessness in their governing bodies and the hierarchy within their system just as with the Reptilians and the Anunnaki. It is, in the end, just as coldhearted and destructive and, like the others, will be their undoing without a rescue from humans seeking to bring healing for them from the divine realm.
