This question neatly sums up the mechanistic reasons for the human dilemma in having but a crude instrument in the form of their conscience. It is a crude tool and a crude message because it is simply a bad feeling within the body the mind must associate with a cause, or a potential outcome in the offing from choices one is making. This timing is critical and is what is arranged by the higher self to bring the warning at the precise moment it will most likely be associated by the mind with a cause and effect being launched in the form of action by the person, or contemplated to be carried out. When the warning is made in time and recognized for what it is, it can save the day, but all too often the message is weak or lost in the great inner turmoil many people experience on a regular basis and will not be able to discern such warnings from their own doubts, fears, and negativity about anything and everything in some cases for those who are greatly troubled. Those who are largely disconnected from the higher self will be cut off functionally and will be at the mercy of their own ego and will likely make many mistakes and eventually end up owing a great karmic debt from neglecting others in service to the self.
The normal divine human configuration is to have a seamless interconnection with the higher self, to converse with it, and even with the Almighty directly at any time desired, and also to have a direct interconnection between the deep subconscious and the conscious level of the mind and everything in between, so there are no mysteries about what the deep subconscious is seeing and thinking and reacting to, it will be fully understood and opinions and suggestions obtained from the divine realm as desired. So this is the reason the conscience is often a weak and ineffective tool, but it is a reminder of the existence of the divine realm and of your divine origins as well, that you have an elegant, if hampered, awareness of divine wisdom being brought to you in the form of reminders if you step off the divine path. That is a blessing indeed and a direct demonstration of divine love being bestowed to you to help you when you are most in need.
