He himself does not understand what happened, but felt it was his obligation to come clean, in a sense, publicly so as to not have a material link to the consequences to the national election should something happen. And there be a further probing and investigation of consequences that could embroil him in second-guessing, and perhaps being derelict in creating a false sense of security about the matter, and then being accused later of a cover-up.
This was the pressure applied through the inner mind manipulation to make him concerned for his own personal reputation and that was the leverage used to persuade him to make a public statement to once again cast a cloud over Hilary Clinton and her potential legal status at the eleventh hour. He was unable to stop this impulse even though it was against protocol, against standard practice, and even against the Department of Justice protocols in place about public disclosure of investigative matters. But this is the reach of mind control, it can make people do all kinds of illogical things and this is often the best way to tell that something unusual has happened. Most people in public office who reach high levels of power, long ago learned the ropes, and know full well how to comport themselves and are quite careful about public utterances. When something departs from decorum, especially when it is a reckless act, that is a good sign that they are being manipulated to take that step.
