You have already seen intuitively that this is a warm-up exercise. It can be a useful point of reference when more developed countries with greater affluence are seen to have a similar breakdown of basic services such as an electrical grid. No country wants to go back to the pre-electric era. Some would not survive those circumstances given the huge reliance on electrical power for all modern conveniences and often even home heating. So this is, indeed, a preview of coming attractions to regions near, and likely including, most people as victims or witnesses to the handiwork of the Extraterrestrial Alliance.
