This is a somewhat glib and incomplete statement but is logical and correct as far as it goes, meaning that, in a big-picture sense, no moral backsliding would occur if everyone had a complete understanding of the universe, and how it works, because wrongdoing would be unthinkable knowing that the Almighty is within each person and aware of everything they think and do. And, moreover, there is an oversight mechanism through the Law of Karma that will bring about a reckoning for anyone committing a transgression of any kind that is an offense even to the self, let alone others, because all have a sacred duty for the safekeeping of their soul and to compromise their morality will be a transgression noted by the Law of Karma and goes against the divine nature of the being, let alone the standards of the divine realm watching over things. So, in the sense that a transgressor is making a mistake, there might be a full awareness, or a partial one only, that it is an offense against their divinity as well as what the divine realm represents. But the ability to ignore that reality and give it little or no importance will, in fact, only be possible from a state of ignorance about the inevitable consequences. People will transgress at times if they believe they can get away with it, but will not do so if they are certain of receiving punishment, even if delayed.
