The situation that can arise when this might not be desirable is when you are making a request that is somewhat ill-defined, and to follow it by saying to "do what is highest and best" sounds all well and good, but it leaves the divine realm with a relatively vague open-ended request that can be addressed in many ways and to quite a large array of varying extents. This is because the very phrase, "what is highest and best" is many times situation-specific and must consider many other variables, the stage of life someone is in, the various constraints on their lifestyle, the trade-offs in helping them versus others in their immediate circle that will be impacted by the nature of what is offered and how it changes things, and the tempo of the changes, and on and on. There are many, many, situations where the divine would resort to divine caution before changing something at all and this might not be what the client wants to see happen. Whether or not they are aware, it is perhaps in their best interest to defer resolution of their symptoms for a greater gain over the long term, leaving uncertainty about what could be the best option. So to leave that as a default for the divine realm to put into motion might leave a client, and you as a practitioner, unsatisfied with the result from asking us to "do what is highest and best." Such matters can be dealt with by adding more requests, each to address near-term gains and then longer-term gains, and so on. Because there is no end to the requests you can make and the resources of the divine realm are unlimited, there is no reason to restrict things at the Protocol end, simply for the sake of expediency to reduce by a few minutes the length of the administration of the Protocol. This may lead to a rather unfortunate compromise if it means something important does not get full attention. So where the phrase "do what is highest and best" shines is when you have specified what it is you want to see happen and then, not knowing the details about the kinds of healing and strategies needed, leaving that to the divine realm to choose. This is perfectly fine, and to simply designate you want this to be a high-quality effort can only add human intention behind the request to more likely get what you want to see happen.
