You have discerned many, and certainly the major ones: severe chronic health problems, especially when they are life-threatening or debilitating to the point a person is living a limited quality of life; the presence of chronic emotional disturbance; harmful or even dangerous conduct to themselves or others would also automatically qualify—this includes individuals who are suicidal or who exhibit the characteristics of character disorders where there is acting out behavior consistent with severe narcissism, defiance, absence of empathy or a conscience in the case of the sociopath; the emotional overload of histrionic persons; and the mental illnesses, including the entire spectrum of chronic disorders, depending on the degree of suffering and the potential for worsening. These need to be sorted out on a case-by-case basis, as some conditions that fall on the spectrum of diagnostic criteria may be misdiagnosed and over-diagnosed, and may not really be sufficiently severe to warrant a Soul Reset, so the labels themselves are not always as useful as one would assume.
Doctors are not perfect or clinical psychotherapists either, but as a rule of thumb, the severe conditions are very clear clues pointing to deep and wide underlying history of a negative sort that would benefit from the Soul Reset. Any maladaptive condition of birth or early childhood that develops, such as autism, birth defects, gender dysphoria, developmental delays that impair life potential, cognitive impairment or decline in the later years, including the severe dementias, all would benefit from having a Soul Reset performed. So this again becomes a judgment call as to when to implement the request—to do so with early signs, or wait until the cognitive impairment is well-entrenched. It will be more helpful and result in an earlier benefit to begin the process earlier rather than later. This is true of all healing.
It is easiest to nip things in the bud, so to speak, than to undo years of suffering with huge impairment where much function has not only declined, but has been hugely destructive, with actual loss of functioning tissue. So it would be better to err on the side of employing this broad tool too early than to only restrict it to those with severe impairment who may have already lost everything they value in their lives and now only suffer. Keep in mind that while you have the power to make mistakes and overprescribe, so to speak, the divine realm has the wisdom to see beyond your perspective and to make adjustments accordingly, and to stand aside if something inappropriate has been asked for, as we will not add to a wrong by bringing in the wrong solution, but will only add love to the picture in one way or another. So we can be judicious on your behalf to sort out things and to reserve the Soul Reset for when it is truly highest and best.
You do have authority to weigh in on the spectrum of possibilities, so you will be weighting things for earlier use than might be the case when you leave it totally to divine realm to use divine caution. But be aware if you do not make the request, it may never be done because no one else will likely have the knowledge to do so and you will be moving on and being engaged with many new faces and issues and may not look back and revisit what might have happened or not for any given individual. So it would be prudent to strike while the iron is hot, so to speak, and put that in the mix and let the divine realm apply its judgment. That way you know the option is on the list and can be implemented immediately, or at least will be available to consider and will not do harm to do so.
