This can make a significant difference. There is still the population-wide manipulation going on, but there is a more intense targeted energetic manipulation of children during school because the locations are known and the children show up unwittingly to meet their fate. So it is a simple matter to focus significant manipulation of them in a manageable number of discrete locations. That will have a large impact because they include most children by far, rather than would be the case if public schools were not the norm and children were much more widely scattered most of the time. So the public school system not only constitutes a prison of containment, it becomes the vehicle for imprisonment of the mind through manipulation and a restriction of mental capabilities along with inner corruption to foster complacency, lack of curiosity, and suppression of creativity.
