Are the akashic records of all that happens viewable by all? Is everything viewable by every person or other beings, or are some things hidden, and if so, who governs that?

Everything is present in the akashic record and is accessible by all. There is nothing hidden. There can be attempts to make alterations, but these too are recorded, and the altered form goes into the repository, as all things do in the action of people, and what they do to themselves, and one another. But this does not solve the problem of the pre-existing records and their truth. So this accomplishes little, because what it does is reveal the attempt of an interloper to manipulate and to drag down a person in some way, and it is traceable back to them, as well. So this is like carrying out a crime while on camera, knowing the entire crime, and its aftermath, and their participation, will be filed away and will be retrieved, and the truth will be on display for all to see. No one who truly understands the way things work would choose a dark path for this very reason. It is ignorance that feeds the dark, and this too is the wisdom of this system, that nothing can truly be suppressed. The truth will always rise to the surface eventually.
