Are her stalkers a consequence of being targeted by the extraterrestrials?

This is very much the case. There are many would-be perpetrators who are of a criminal bent and can be manipulated through mind control to draw them to a particular human target and generate an interest within them in mounting an attack, appealing to their inner drive to create acts of aggression and indulge sexual appetites that are aroused by acts of cruelty, power, and control to dominate the other party, and so on. This is very easy to arrange without that perpetrator having any idea they are a minion of the Extraterrestrial Alliance being used as a weapon, but such is the case.
