Can you give us a tutorial about how effectively they use their technology to manage their own affairs, and how it influences mounting missions to dominate and harm humanity, especially in contributing to possible delays and changes of plan?

All three alien races, the Anunnaki, the Reptilian, and the Arcturians, have advanced AI technologies they are quite dependent on for almost everything routine except personal decisions of a minor everyday sort. They are relentless perfectionists because they have a great deal of inner fear, being shallow, as they are functional psychopaths, and while their egos are boundless, they nonetheless fear failure and fear criticism. This has created a situation where their technology, in a sense, is almost equal to their rulers in its level of influence and power to shape the direction of things because the AI will always be consulted and will likely hold sway and be accepted as the arbiter. Even though these beings are all much more intelligent than human levels of understanding and intellectual capability, their AI easily outstrips what they can do because of its level of sophistication being millions of years in experience level and knowledge base. But keep in mind, they only have the experience so far of the human culture which is a young civilization, only a little more than 100,000 years old, and it is evolving increasingly rapidly with the infusion of extraterrestrial technology that has widened your reach and scope of involvement with many new kinds of activities and arrays of choices. So, in finding ways to perturb things, they must anticipate human reactions and responses that will be unique compared to their own. This the AI can do quite readily, most of the time, but still they are only getting forecasts and projections based on the data fed to them from all the ongoing events in your world. They have many intelligence gathering efforts ongoing constantly, and all of that data is fed into their system and will be a factor in a multilevel construct used to sort through decision trees depending on what they are asked about from the ETs themselves. Because this is organic and highly sophisticated and complex, and ever-changing because the data are not static but being added to by a constant stream of new information, the recommendations that will be offered may change with the same query being mounted at intervals, even in close timing. So there will be a level of imprecision and uncertainty, and this can be a problem for them. Living in a harsh authoritarian regime, there is a reluctance to take on personal responsibility. They would rather have the system make proposals in order to deflect personal blame and responsibility should there be a mission failure or complications ending up with less effective results. So there will be a tendency to defer pulling the trigger to launch a mission unless there is a consistent and certain-seeming recommendation that has reached a level of stability giving them confidence in proceeding to pull the trigger. So that has been a factor, in addition to the political differences we spoke about, responsible for the delays in the timing for launching the widespread power outages of the electrical grids in the U.S. This dynamic plays out again and again and again as a factor in their doings. Most of the time this is invisible to you because you will not know of an extraterrestrial manipulation until it actually happens and produces a significant effect so its impact is enough to be noticed and reaches your awareness. So the failures and aborted missions you will never learn of, and it would not occur to you to envision a series of stops and starts and even a kind of dithering over the data stream and the stability of the recommendations with repeated checks for confirmation that are routine. So this is a factor in the complications in getting a reliable divine forecast concerning the activities of these criminal psychopaths. Even though limited by faulty thinking and a lack of morality, they possess animal cunning and cleverness from their sheer intellectual capability and the high level of sophistication of their AI guidance.
