Was that a message to the daughter, taking advantage of my presence to be the messenger? Were my intuitive impressions accurate?”

Everything you sensed and perceived was spot-on, including your interpretation of what you said spontaneously, not planning it or even feeling it particularly strongly that she needed to hear those words. This was impulsed to you by your departed sister-in-law wanting to reach your niece with a message of love that would resonate with her. So this was the mother's desire and intention to happen and not something you were simply coming up with to give some reassurance on your own. Your sister-in-law was truly present, as you perceived, and it was to take advantage of your presence there to get a message to the daughter, of love and encouragement. It is very helpful for people to have a sense a loved one who is deceased is still out there and somehow connected to them, perhaps watching over them, and is indeed a beautiful demonstration of the power of love through the unity of souls in sharing lives together and even beyond life into the hereafter.
