A viewer asks: “Who among the Extraterrestrial Alliance is doing the time travel restarts back in time? Is it a consensus decision, and even with a consensus, is only one species doing the “trigger pulling” and manipulation? I would assume it is the Anunnaki being the principal player, driver, and even decision maker, and everyone else “goes along to get along?” And if it is just the Anunnaki, or just the collective leadership of the ET Alliance, I can’t imagine every member of any of the three species has their memory preserved, and/or are even a party to all this activity. Are most Anunnaki individuals as oblivious to these restarts as the typical human? Is this a game only the ET Alliance elite members get to participate in or even be aware of? We know the saying, “You are on a need-to-know basis, and YOU don’t need to know!” I would assume that is just as true for 99% of all members of the ET Alliance civilizations? What can Creator tell us?”

There are some things we can share with respect to the fine details and inner workings of their interrelationships and the means they use to effect their manipulations, and some things we cannot. In general, your assessment is correct that while all three civilizations know that time travel is being done, they are not uniformly and universally informed in each instance about what is being done and why. It is not only unnecessary, but deemed inappropriate. In the strict hierarchical power structure of the authoritarian extraterrestrial regimes, all of them, there are leaders and followers, and the followers are not privileged or even greatly respected so as to be made privy to what the leadership is thinking and their strategies. Tactical planning is highly guarded by the elite among the extraterrestrial hierarchy, and for good reason, because they do not trust one another, even in their own society. We have said before you are dealing with what is essentially a den of thieves. Being all psychopaths, they cannot be trusted, only intimidated to follow orders by those holding greater power. And because information confers power, there is a heavy element of secrecy and propaganda manipulations of all kinds to keep everyone in line. And as you point out, living on a need-to-know basis only, just as in human society, the world leaders and their military operations and leadership along with intelligence services operate on a need-to-know basis and only certain information is entrusted to the general population.
