They do communicate telepathically, but more with a general tone, whether welcoming or conveying a desire to interact further. But dogs live in the moment totally. They do not make long-term plans. They have many learned and well-practiced routines they follow that are keyed to the time of day, the actions of the humans in their world, and so on. So they respond to such cues with learned behavior many times, but it is spontaneous in the initiation. The same is true of a meet-up with other dogs. There is largely just a set of basic concerns. Is it safe to be around the other dog or do I need to be wary and perhaps keep a distance? What happens from moment to moment will be very spontaneous and therefore not very predictable at all.
