This is a clandestine program that is using extraterrestrial capabilities to bring foreign species to the Earth. It is a kind of training and learning exercise in preparation for the coming human annihilation. These are creatures much like bloodhounds, but much more savage, and will be used under the management of human clones to hunt for holdouts once the wholesale annihilation gets underway. They will be using their sophisticated technology, for the most part, in being able to locate human beings who contain implants, and that will take care of the majority of the population, but there are many small groups of people, including some of the Indigenous tribes, that go largely ignored by the interlopers but will have to be managed during the cleanout.
