Most such efforts are a misguided attempt to counter what is believed to be a lethal climate change underway. That is a false notion to begin with, and while the idea of managing the weather for the benefit of farming would be a useful exercise in principle, the means to do so are limited and usually come with a significant downside, especially when things like cloudseeding contribute pollution in their own right and might backfire at times to result in excessive consequences due to the difficulty of exerting precise control of intended consequences. They are also an invitation for sabotage by the interlopers who intercede in human affairs again and again and again to corrupt things and lessen beneficial consequences or even cause them to backfire. It is unfortunate but it is not possible to count on anything using human technology to be an ultimate benefit that outweighs the downside because this is orchestrated to be the case. Any power you have, through technology or otherwise, is granted to you by the interlopers knowing it will in some way contribute to your undoing eventually.
