This program of doctoring milk is focused on large processing plants for the sake of efficiency knowing it will reach the majority of the population. Smaller operations that may or may not use pasteurization may well be skipped over by the interlopers because their market size does not warrant taking the trouble to make regular visits. The addition of virus is done following pasteurization, so that is not a factor in whether or not the milk will or will not be safe.
