A practitioner asks: “Why is the holding place not created in heaven, like the waiting place, where these souls, when they are ready, will enter home? In this way, they are not tortured by these demons and their new reincarnation will be, therefore, easier?” What can Creator tell us?

The existence of the holding place is a consequence of the rise of evil. Free agency and free will are allowed until you return to the heavenly realm. Getting there is partly your responsibility, to be in a high enough vibration. If you have been corrupted, you may languish as a lost soul spirit for an indefinite period of time. So the holding place is not an intentional design of ours to be a stage of your development or a test of you, it is a consequence of the prevalence of evil working against you and one of many things in need of healing, and that is the reason to elevate it in the protocols, as a line item mentioned explicitly, so the healing will continue to complete a resolution of this dark period even after humanity has ascended.
