If you think about this, it is simply twisting very human impulses, to help one another and minimize suffering, to prolong the punishment and negative consequences of having a growing poverty class. The interlopers would be very happy to simply let such individuals die off and would turn their backs on an underclass that was unproductive or helpless for other reasons, but they know humans will try to help their brethren and this is a handy way to burden society. It is no different than warfare that ends up with a field of wounded bodies who need nursing back to health after an intensive period of direct care. This is just one of countless programs containing a poison pill and, in this case, it is a likelihood, as with other kinds of welfare programs, that it will backfire in producing a dependent underclass that will be a drag on society as a whole, and that is the point, to widen and deepen suffering.
