This can be requested via the higher self by the conscious mind of the person, so hypnosis is not necessary to present a request to the higher self for a reawakening of past skills. Whether this can be done will depend on the readiness and willingness of the deep subconscious to import with high clarity and definition the skill, and pave the way for this to be imparted to the being in a way that can be visible by the upper subconscious. This will take some doing and is not a very reliable approach. For the most part, the upper reaches of the subconscious will not be able to make a connection directly to the akashic records or any repository of consciousness gained in a prior lifetime with enough fidelity to do something complex like reacquiring a foreign language. For the most part, the reacquisition of skills from other lifetimes will be a deeper and more subtle reworking of the connections between the individual and their soul level courtesy of the higher self. So this must be requested via the intention, and the higher self will help arrange the connections needed to bring in the required stimulus to set up an interconnection that will facilitate building the particular skills within the life and mind of the current incarnated being. This will be greatly facilitated by having a keen desire for this to happen and a willingness to work at this to help discern the beginnings of a process and work a bit at visualizing the steps involved to bring it to fruition and see it expressed. This will likely be a process that happens over time and will not be the sudden appearance of a capability fully formed and effective on the first try.
