This is not truly necessary. There are basically two classes of portals, those within the being which are defined as "personal portals" within the Protocol and those in the environment which are dealt with under "healing locations" so this is already covered. Any portal within a location is designed to put the people at risk who inhabit that location continually or intermittently—that is a given and is the reason they need removal. So this request is redundant. It could be used to include both at once, but with this wording it would still be quite unclear to many practitioners whether this deals with something placed in the environment as a monitor, for example, or to allow the appearance of extraterrestrial visitors should they wish to interact. The usual situation with personal portals is that you are dealing with the energy of consciousness alone, not a physical entity. Whereas the environmental portals could be of either type allowing consciousness to be focused and seek out a target or allow the movement of physical extraterrestrials or spirits in the case of spirit portals, to travel to the proximity of intended victims via a portal placed in the home, for example. So to segregate the activities of clearing people and locations respectively helps to preserve the distinction in how these portals are used and by what types of energy because they can represent quite different risks to the client.
