Human behavior is complicated and one of the reasons why is that it is based on multiple energetic influences. It is in part a reaction to day-to-day life events, secondarily to the life planning, the goals, aspirations, and desires one wants to see happen so course corrections can be made along the way, depending on how you see things are going, and lastly, and importantly, are karmic influences brought by the Law of Karma to influence the current life with reminders of unfinished business. Many times, it is that karmic influence that governs what takes place, and overrides the well-laid plans of mice and men, so to speak. That is the case here, but the karma involved is that you are intertwined with extraterrestrial interlopers and their karma is driving them to subjugate and oppress humanity through many strategies. With respect to this particular issue of what you call the "Peter Pan Syndrome," we can tell you there is much subliminal programming, through mind control manipulation, to create a state of complacency. What that does is slow things down. It is as though humanity is now immersed in a kind of quicksand, but not so powerful and overt that it is clear you are frozen in place and trapped. It is more subtle. It starts to slow people down and make them insensitive to the consequences of their slowdown so it can grow, and the consequences may compound to the point where they end up being left behind but may still accept that situation because to them it seems normal. That is what mind control is capable of doing depending on the individual. Some are more manipulated by it than others. But what you describe as a pathological level of dependency and inertia, with respect to important life accomplishments not being attended to, there is clearly something destructive taking place. As usual, human behavior is blamed on the individual, but oftentimes it is influenced by the cultural milieu, and direct mind control manipulation as individuals in addition to the culture as a whole.
