There are actually many answers to this question. For example, the extraterrestrials discourage anything that will give humans hope, even a fantasy. They are atheists that do not believe in God at all and that is the major reason for their current dilemma. They are keeping us at arm's length and so it is very hard for us to help them. They do not fear any action by the so-called "divine realm" because they do not believe it exists. What they do know is when humans get together, especially in groups, and align their thoughts, it can create a certain amount of power to change things and even thwart the alien plans on occasion. They are puzzled by this because they cannot figure out the nature of that force that is generated. They see your consciousness, individually and collectively, but are blind to the workings of the divine because that is cloaked and invisible. So this has taught them to fear people getting together and getting movements going, and focusing their minds, even through a ritual like prayer, because there is a mysterious power in human consciousness they have not yet figured out. This is why they work avidly against all spiritual people, especially those using intuition, because they know the power of nonlocal consciousness to unearth secrets as well as influence the consciousness of other beings.
