There were elements of the police who were open-minded and tolerant, and therefore not inclined to deal harshly with fellow citizens simply exerting their rights to protest, and for a cause many were in sympathy with, sharing the belief that people should not be forced into subjecting themselves to a medical intervention against their will. So this is an example of why humans are difficult to manage and control for any higher force, because they are free thinkers, some of them at least, and inclined to expect freedom and liberty as a birthright. So harsh totalitarian measures, as ordered by government officials, will bother them and stir up their conscience, and things can backfire when governments go too far and expect all of their law enforcement membership to simply go along and not question anything.
